Can anyone identify this?

My guess is its an old school picnic tap?

A homebrewer was cleaning out his garage of all of his equipment (hadnt brewed in 20 years) and this was included.

it looks like an old Soda Water tap that you might have found in an Ice Cream Parlor

it's a premix soda tap, the nice thing about those is that they have an internal pressure compensator to prevent foaming with a short line. it will work for beer as well, but it might be a hassle to clean...
