I am going to embark on a Sierra Nevada Style Pale ale. I am a little confused about the beginning of the process- I'm sure this is very simple for some people but I am pretty new to the brewing process...

Crush and steep in 1/2 gallon water at 150F for 20 minutes....

(done this before seems pretty standard- I have never crushed before but I am assuming just get a rolling pin and crush the grains down)

Strain the grain water into your brew pot. Sparge the grains with 1/2 gallon water at 150. Add water to the brew pot for 1.5 gallons total volume.

The part in bold is what is confusing me... does this mean to just pour the grains directly into the 1/2 gallon at 150 without a steeping bag?? Then what??
