Question about yeast prep

I soaked the dry yeast in warm water for 15 min and it started to foam.
Is this a sign that the yeast is good or do I need to add a little wort to the yeast and wait another 15?
 
foaming is good .... now try to match temperatures of your yeast to your wort (within 5 degrees) before you pitch.... but don't make any severe temperature changes quickly.... just let them reach wort temp.
