Hi

I live in Iceland and it's around 0 to 1 C outside and I was wondering if it's possible to lager outside using a tub large enough to cover most of the brewing bucket, fish tank heating element and a small water pump to move the water around the element?

Sure, it's possible if you can keep the temp in the right range. If the fish tank heating element can raise the temp a few degrees (I'm assuming you mean 0-1 C, not F), and hold it there, it should be fine.
