Starter didn't start

I planned on doing an Imperial IPA the other day, but my starter didn't go. I've starters in the past, but never had this issue. I boiled in light DME to about 1.035, chilled, and pitched the yeast. I blended White Labs California Ale and Burton ale for it. Nothing.

I started it on Wednesday morning and I was hoping for a Thursday or Friday night brew. It's now Saturday morning. All I got was a couple bubbles, no real start like I've gotten in the past.

Any thoughts or suggestions? Should I let go a bit longer and see what happens?
 
Think I should pitch it then?

I asked because my last sarters had gotten a bit of a head on them.
 
pour off the wort ontop of the "yeast cake" pput it in a hydro sampleer and take a reading. If it's lower then 1.035, it did its thing. If not, throw somemore wort on it.
