I'm personally not a fan of the 30 minute addition with less bittering than a 60 minute addition and little to no flavor compared to a fifteen minute addition. What are the IBUs at?

Other than that I'm cool with the grainbill.

I changed the 30min addition to FWH, I put the recipe in beer smith and it said the IBU's are 214 which obviously is to high.

Move the 30 to the dry hop and the 15 and 10 forward to 10 and 5.... This will help you get more flavor rather than just bitterness. I typically dry hop my DIPA with 5oz per 5G.

Ever have what appears to be fermentation going on after dry hopping? I'm doing my second IPA and dry hopped with 2 oz. Chinook at the secondary. Two and a half weeks later the hops are sinking and rising, with the airlock burping. What do you think is going on? BTW, the gravity had bottomed out.
