I picked up a recipe that had 1/2 hour seep time for grains and 1/2 hour boil time after adding extract. Can this work?

It makes beer, but many people report having much better results with a full, and 60 minute boil. You can do either.

Yes, it can! It really depends on the hops.

There really isn't any need to boil extract; after all, it's already been processed. The reason for a boil, which is typically 60 minutes, is to isomerize the hops oils for bittering. Usually, it's 60 minutes because that's about the time of the maximum extraction. Boiling for 90 minutes, for example, gets a tiny amount more of IBUs (bittering units) but not a significant amount. That's why most boils are for 60 minutes.

However, if you're using more hops, you can get the same amount of bitterness at 30 minutes. 1.5 ounces of 13% AAU hops at 30 minutes, for example, would equal one ounce of hops at 60 minutes in some recipes.

If you're using prehopped extract, you don't need any additional bittering, so the hops you add will be used for flavoring and aroma.

Also, the grains come out before the boil... that wasnt clear in your post.
