Underpitched the Yeast?

Well, this sucks. I had 2 packs of Nottingham for my first double batch I was making. Ended up with 2 extra gallons of Sparge water from my miscalculation and then after spilling a little bit of yeast when rehydrating I ended up with 18.5 g for the 12.2 gallons of Wort.

After the rehydration I didn't stir it but instead just tried to guestimate the half waymark for each bucket.

Well, 19 hours later and one is slowly bubbling and the other nothing much. Now I'm wondering if I should get one more pack of Notty and throw it in there just to help eat the sugars. Whatcha think?
 
Couldn't hurt to add more. Your beer will improve leagues if you whip up some starters. Even if you make em and store em cold for a week u will have tons af yeast
