I made a big starter (actually two for a split batch) for a brew day about a month ago. Life interfered along with a rainshower and brew day was cancelled.

So, the starters have been sitting in my beer fridge with foil on top of the Eylermyer flask for about a month now. Think I am safe in pitching the yeast or should I just give up and start over?
 
Decant the liquid, make a small starter wort and add it, let it go for your normal period and use it. You will have lost some viability so a small starter should get you back to where you were.
 
any issue with the cap just being foil? Think there is risk of contamination?

Not likely, the nasties can't fly or crawl. They just fall. Unless you had some airflow blowing into the vessel you are good. Making an addition to the starter will also activate the yeast and they will overwhelm any bacteria.
