I was having some trouble searching for an answer for this.

The LHBS closest to me does not refrigerate their hops, they are just on the
wall in mylar bags. From everything I've read, hop preservation includes keeping
the hops consistently cold.

Should I be suspect that my hops are not frozen or chilled until I get home?

That sucks they really seem like they know what they are doing.

Beh I just bought 3oz Amarillo and an ounce of Warrior.

Next time looks like I'm driving a little ways more to another LHBS.
Hopefully they won't be old.

If you want them for bitterness, I wouldn't trust them. If you want them for aroma, ask the dude if you can open the bag and smell them. If they smell good, then they are good for aroma. If they don't smell good (i.e., bland or cheesy), they are ka-ka and suitable only for compost. If he won't let you smell the hops, then do like you said and drive a little ways on down the road.

I should expect them to let me open the sealed mylar bags?

It triggered an alarm in my head, but the place is literally 5 min
from work, and the other place is 45 min from my house. But I
started thinking more and more on the way home.

Instinct tells me that they should be refrigerated, and that I'd
be better off making my way to the better stocked store further
away with the much nicer website.

Thanks for the feedback, I feel confident that I shouldn't buy
my hops from there again.

Which store? The one on Roswell Rd.? Yeah, I don't know about that. I have a feeling that they don't turn over their stock that often. Now, I know that they do not refrigerate the 1 oz. hop packages up at Beer Necessities, but they go through their stock really fast. Every time I am up there they are filling the 1 oz. bags from the bigger bags that stay in the freezer.

BTW, we should meet up some time, I live over in Avondale right off Covington Hwy., just a couple miles from Decatur.
