I pitched this yeast at 75F, but the wort dropped down to 43, it's now at a steady 50. Should I make a starter and pitch? again raise the temp of the wort or am I just boned?

If it isn't active, rouse the yeast by shaking it and wait at least 3 days to take a hydrometer reading. If the gravity hasn't changed by that time, it will be worth repitching.

There was some activity this morning very slow very very slow.

As long as it's going. Lager yeast usually take a while longer to get the wort to the FG. Let it ferment at 50F (like you've already said you're doing) for two or two and a half weeks and then bring it to somewhere warmer (60-70F) for the diacetyl rest.
