Oak Powder vs Oak Chips

I recently bought some "Brew King Premium Oak Chips". They are actually oak powder, or at least very fine chips. How much of this would you add to 5 gal of IPA?

How much less should you use vs normal sized oak chips?

It came in a 30gram packet. (1.06 oz) I used 10g. I boiled them in bit of water and added the water and the chips to the carboy. Not sure if I should have added more or not though.

These don't seem to be toasted.
 
I would have added ~10g, also. I recently did a stout with oak cubes 3/8" on side and used 3.5oz, and it was too much (although aging may temper that some). Not way too much, it's still quite enjoyable, but I would have preferred a subtler oak taste. I just steamed them in their mesh bag with a few ss bolts and then added that to secondary.
