How many packets of yeast? (Dry, ale)

How many packets of yeast do I use? Recipe says two but the guy at the HBS said one. Does it matter if I throw the second pack in there? Ive only hydrated a single pack at this point. Im waiting for my wort to cool.
 
I've had better success using dry yeast in terms of starting fermentation. Only one packet of dry yeast (unhydrated) will start in about 5 hours (max) vs. a starter of liquid yeast (say maybe 3 starters), which takes about 24 hours. You do the math.

It depends on the gravity of your wort and as mentioned the amount of yeast in the package. I use this to calculate what I need:
