so a while back i had this beer that at first tasted just like raw hops.

the head was bright white and just smelled like i dipped my nose into a bag of hops.

how is this achieved?
dry hopping? or is it through the later hopp additions?
 
Dry Hopping is the primary reason for the big hop nose. Late additions (flame out) help out a bit, but primarily it's the dry hopping with fresh hops
