I've never been able to wrap my mind around yeast starters. I don't know how much water or DME to add. I'm doing a Stone IPA clone for my dad it calls for WLP002 with a 1.5qt./1.5L starter.

Can someone help me out and walk me through this?

IMO the best article on starters for beginners is here.

A rough guide would be about 1.5L of water (surprise!) and about 150g of DME. Note that you will likely be stepping the volume up over time rather than dumping your vial into 1.5L of starter wort all at once.
