So when recipes say "1 oz cascade 0 min." does that always refer to dry hopping?
 
Some people turn off the heat and toss them right in, others wait a bit for the wort to cool slightly and then add the hops. I've started waiting 5 minutes before adding and letting them steep for 10 minutes.

It means you add the hops at the end of the boil. Another way to say that is: Add the hops at the moment you turn off the flame on the boil. The hops will steep in the less than boiling wort, and impart flavor that hops added earlier in the boil won't.
 
0 min usually means to add the hops at flameout. (Before fermentation)
Dry hops are added after the majority of the fermentation has been completed.
