Kegerator question

I'm in the process of making a kegorator like described in the last issue of BYO. My question is about the fan the he installed to help keep the air circulating. Is this item really necessary? The concept is good, but the freezer is so small I question the effectiveness of it.

I think he did it to keep the air mixing inside the freezer. Without the fan warmer air would collect at the top of the freezer where the taps are located and could cause foaming, I'd add the fan and try it out.
 
I don't get the BYO magazine, so I'm not exactly sure what they were doing in the build of the kegerator but here's what I'm going to be doing in mine:



Keeps the beer in the line cool up in the tower so you don't get foamy first pours. :)
