confectioner's sugar (a.k.a. powder sugar) = corn sugar?

Does confectioner's sugar (a.k.a. powder sugar) = "corn sugar"?

If so, why not buy cheaper from grocer?

confectioners sugar is just fine sucrose (table sugar) but it often has an anti-caking agent like corn starch added, so if you go to dissolve it you are left with some crud or sludge- best to avoid
