Does this sound about right? I haven't been able to find a recipe online but Rogue kind of puts the recipe on the bottle:

9 lbs. Maris Otter
1.5 lbs. Melanoidan Malt
1 lb. CaraFoam

1.5 oz. Amarillo hops FWH
1.5 oz. Amarillo hops @ 30 minutes
1 oz. Amarillo hops @ 2 minutes

Pitch with recultered Rogue Pacman yeast (I started my started today and hope to have a bunch of slurry to pitch next weekend).
 
Looking to make a yellow snow ipa clone myself, how did this one turn out? What's Maris Otter? is it a light extract?
 
Maris Otters is a nice malt, but judging by their other recipes, I doubt they use it.
I'm pretty certain theyd use a northwestern 2-row pale malt. Also, your recipe would need more late hops.

Something like this perhaps:

o.g. 1.061
ibu: 70

(my efficiency is 75%, so adjust your basemalt to suit your efficiency)

11.90lb Pale
0.75lb Carapils
0.50lb Melanoiden

Amarillo @ 60 to about ~50ibu's
1oz Amarillo @ 15
1oz Amarillo @ 5
1oz Amarillo @ 0

Make up the rest of 70ibu's in the other additions.
Mash low like 149/150 (hence all the carapils to boost the body).
Yeast: Pacman or 1056 if u cant get pacman
Ferment real low at 60F (with pacman yeast). Thats what they do at Rogue.
