Loose tea filter bags for hops??

I don't see why not. As long as you don't pack them in too tight, because that weave is pretty thin so you want to make sure everything is able to move freely and wort cand flow in and out easily.
 
+1, I would just be careful with any transfering of the wort that that bags dont break, Also you might want to do a test boil over 60 minutes to make sure these bags dont break down over an extended boil. Tea bags are meant for steeping and not boiling after all.
 
But why use a hop bag at all? You want them to be as free as possible. You can always strain them out when pouring into the fermenter.

This is what I do using a paint straining bag. You get the hops and a lot of other stuff too.
