380V water heater element running with 220V to reduce power?

Hello, i was thinking about buying a 9000W 380V element and plug it in a 220V outlet to reduce the power to around 5000W. Is this posible? If so, how can i reduce the power even more?

I need to say that is very expensive to get ULWD elements here.
 
You can put a power diode in series with the element so that it only conducts during one half of the cycle thus producing half the usual power or about 1500 W.
