Priming Sugar - measured by weight or volumn

My first beers always seem to be under carbonated for some reason and I think I have finally found out why. The extract kits would come with 5 oz (weight) of sugar, but I would measure out 5 oz (volume) of sugar and always had plenty left over.

So does 5 oz by weight seem reasonable for 5 gal batches?
 
measure by weight.

5 oz, despite it being the amount in most kits, can be a bit much for many beers. it depends on the volumes of co2 you're looking for in a particular beer, but i go more like 3.5-4 oz for most of my beers, less for low carb english beer, more for beers like american wheat.
there's online calculators that can help you figure out the volumes of co2 you'll need for a particular style.
