Milk Stout Clone Extract Recipe?

Hi I am a newbie homebrewer from Singapore and this is my first post. I just placed my second beer, the A-Z Brown ale from Sam Calagione's book, and would like to try a milk stout, more specifically Duck-Rabbit's Milk Stout. I do not have the skills nor the equipment to do an All Grain brew but the only recipe I found is this all grain recipe

Could someone help me convert this recipe to an extract one? That would be extremely helpful! :mug:
 
Hopefully someone else will chime in with a decent Maris Otter substitute, but, I would replace the 9 lbs. Of MO with 6 lbs of light DME and add 1 lbs victory malt to your steeping grains. Also, you won't need the rice hulls.
