Steeping grains in Full boil volume

I know that you should steep grains in a small volume of water, something like 1gal per lb of steeping grains, to avoid tannin extraction.

If I want to steep in the full volume of water that I am going to brew with(7 gals) can I simply add something like Five Star buffer 5.2 to bring the PH down and avoid tannins and astringent flavors?
