I am currently in the market for a new faucet. It has been highly recommended that I buy the Perlick forward seal faucet. Is this European style faucet also forward sealing to reduce amount of cleaning needed and increase sanity?

I'd love to get my hands on a Euro-style faucet with the extra-long snout. This one is sort of a medium snout.

I'm not sure about the claims of less waste due to lower foam.

The purpose of the long snout is to force the foam out the top of the glass for faster filling. Most of the beer glasses I've seen in Europe (2 trips) have a fill line printed on the glass. Stick the snout deep in the glass and pour until the bottom of the foam reaches the fill line.

This method probably wastes a little but ensures a perfect pour every time.
 
That faucet, although great looking, is not forward sealing. It looks to me to be just a sexier version of a $12 tap.

Go for the perlicks, Rapids Wholesale had them for around $30.
