converting a water boiler to MLT

ok, I was thinking a lot about this. in europe we use these very often. I'm not sure about the situation in the USA, but the device looks like this

we can get them in various sizes from 20-180 liters. they have heating elements inside, and very good insulation.

do you guys think I could convert this boiler to heat/mash/lauter tun?
 
Are you able to access the inside or are these a closed system?

What is the liner material? Stainless? Glass lined steel?

A new unit would likely be more than adequate. If these are a closed unit as they appear to be my concern would be mineral deposits within the unit if you were using a used boiler.
