What temp should I be trying to maintain for an oktoberfest (Extract) in the primary and secondary. right now it is in the basement around 62 deg.

First Brew..

Has Slow start but still less than 72 hours
 
Might be a little cool. Most try to keep it up around 65-70. It'ss just take a little while longer to ferment. You are close enough to optimum range for the yeast to do their work.

Did you brew it with lager or ale yeast? And what was your procedure?

as Kaiser says: what yeast was used? 62 is cold for ale, but warm for lager.
