It must have been a slow news day.

It looks like a shred of plastic or paper or something stuck on the camera lens. Static can do that and the air would have moved it around. No one outside even saw it.

It's weird because its so bright blue. It has to be right against the camera lens with the way it's out of focus and doesn't move around for a while. It also has to be translucent and getting its brightness from the light behind it. If it was opaque, it would appear black, not bright blue. I would say it's possibly a blue thread or tiny piece of shopping bag or something stuck to the lens (assuming its not faked).
