My glycol chiller's Thermostat (A19ABA-4) seems to get stuck from time to time and starts to freeze my glycol bath & the beer lines along with it. When I opened it up to get the model # it says it "Opens On Decrease". The replacement unit (A19ABC-24) says it "Closes on Rise".

Is this saying the same thing?
 
Yeah, I would say they are the same functionally. I've seen many mechanical controls that have a single-pole, double-throw (SPDT) switch and you can wire the contacts as needed. If yours has 3 terminals on the micro switch, then it can be wired either way. A quick check with a meter will confirm it.....
