When should Burton salts be introduced ?

In your mash water. If you're doing extract, I guess you'd add it to the water pre-boil.
Typically to your HLT, though you want to use a proper water calculator to make sure you are hitting your pH numbers properly.

Are you starting with tap water or RO water? I am not sure if this will affect the results of your brewed beer that dramatically but your local water profile in NY may throw off the results of adding the Burton salts a wee bit with tap water vs. filtered water.
