Need help with first starter

My first starter is currently in the fridge with the yeast on the bottom, wort in the middle, and krausen on the surface. I am going to decant the starter wort before adding the yeast to my brew wort. However, what am I supposed to do with the krausen in the starter? Decant or pitch?
 
If the krausen is active yeast, you could pitch it. In fact, top harvesting is a good way to capture yeast. But if it is in the fridge, the active yeast should have fallen. So all you have left are proteins and dead yeast (I'm assuming). So, decant it. Just pitch the viable yeast.
