How to add spices?

I have a Barley wine in secondary for 3 weeks now and I just had the idea to add spices to the beer. I read you can add spices at bottling but maybe I'll add them 1-2 weeks before bottling. I plan to use Ginger,mixed spices, pumpkin spices and Chili peppers...into separated small batch.

Now how do I add these things? Is making an extract using vodka* the best way to extract flavor? Or should I make an infusion (tea). Or what else can I do?

*I don't drink vodka.. so it's kind of a PITA to buy some and experiment...
 
I have done a tea with very good results. Boiled about 1/2 cup of water, poured into a sanitized vessel, added spices, and then poured that into secondary when cool.
