I'm not sure about the chill haze, but I've always had good luck with gelatin. I just got my first batch with chill haze recently, and didn't use any gelatin. I don't know what is to blame really.
 
Polyclar will help with chill haze, but watch adding it to secondary. It will foam up really high and hard. It is also recommended that you filter after using it, but I never have.
To use.... mix a little brew with about 2 TBSP of polyclar and add to secondary.
