Newbie First Wort Hop FWH question

So, I'm reading conflicting info on FWH. Some say, don't count FWH as bittering hops, count them as 20 minute additions, others say they count as bittering in IBU's. So, do I FWH and do a 60 minute addition??
 
I FWH more often then not just because I think it gives a slight bit of added complexity to the finished brew. You get a little bit different oil extraction from the hop at a lower temp then in the boil. I usually account for about an added 5 IBU in a FWH tossing them in after my first runnings are complete and I start my sparge. Just adding 20 minutes of boil time for a calculation for FWH is going to cut you short for your actual bitter units you'll achieve.
