I recently bottled a Choco Stout. It's been in the bottle for about 5 days now and i examined a bottle today and I noticed a strange filmy ring around the water line in the neck of the bottle. If I tilt the bottle I see the film lingering where the beer once was. It slowly drops down if I hold the bottle for a while in the tilted position.

This.....concerns me...
 
Remember, when you add priming sugar and then bottle, the yeast goes through another short fermentation stage. I'm bet what you're seeing is the mini-krausen that formed during the fermentation.
