I've only seen this at a baseball stadium in Korea and thought this maybe a more efficient type of cooling system.

Imagine a bath tank that is chilled and filled with water. They keep beer bottles/cans in there. I'm no thermodynamics expert, but to me it seems like a great way to control fermentation temperature to me. Not to mention I presume it's more energy efficient?
 
It's actually a very efficient way of controlling temps, as water has a large thermal mass. Lots of people use water baths to keep their fermenters in.
 
Shows my age, but a lot of pop coolers in stores were that way when I was growing up. Just a big metal bathtub full of water, with refrigeration equipment undnerneath to keep the water cold. This probably evolved from earlier versions using ice.
