Value of steeping specialty grains in small volume?

I just recently acquired the capacity to do a full-wort boil in preparation for going all-grain. I'm brewing what may be my last extract batch tonight, and I've got a question. What is the value to steeping specialty grains in a smaller volume? Most instructions I've read say to steep in only a couple gallons. Why not steep in your full volume (minus the volume your extract will add, of course)?

well, along these same lines...

I have recipes that call for 3 oz. of Aromatic steeped in a quart of water.

rather than let the rest of the pound go stale, could I go ahead and steep them in an appropriate amount of water, then freeze the result for later use?

yeah, I HATE to waste stuff.
 
yes, they're all crushed...it was just a pound.

I AM going to brew another very similar batch immediately following racking into secondary, but it'll only be another 3 or 4 ounces.
