Corney Keg not holding pressure, how do I test?

I have a keg that I got second hand that is definately not holding pressure. I replaced all five of the seals but that doesn't seem to have addressed the problem. I didn't replace the valve poppet assemblies so can I assume that's where the problem lies?

Any help is appreciated,

Yep, sounds like a poppet problem. Unscrew the outlet tops and give 'em a look-see. You might get away with replacing just one, but "while you're down there..." (as the kids say).
 
1. Get a cup with ~8oz of water a a few pumps of hand soap.
2. Mix the solution slowly so that you don't create a lot of bubbles
3. Pressurize the keg
4. Pour the solution over your fittings until you see the bubbling.
