I recently brewed a Kolsch style beer and got to 1.006 FG in 9 days. Still in primary, I moved the carboy to my kegerator to cold crash at 38F. Now I want to leave it in there for 3 weeks. Should I rack to a keg or will I cause off flavors if left in the primary for the 3 weeks at 38F?

So a little over 4 weeks total in the primary? No you won't have off flavors from that much time. I just went 5 weeks in the primary for my Kolsch and it tasted great. If you were going to lager it for a couple months though, I would transfer it.
