This is the type of setup I'm looking for. It comes with either a Johnson or Penn temp controller/thermometer. $400 seems a little steep, plus I still have to get the keg(s) and connectors. The freezer sells for 212.45 new at Best Buy. What do you think? Good deal or too steep? Thanks!

Used freezers often sell for 100 or less on craigslist, the controller costs about $50 new. A new "commercial" i.e. sanke keg setup with tower from kegconnection.com is $180. So I'd agree with you that it's a little pricey.
 
I didn't get it that "keg shell" meant empty keg when I first read it, so I guess it depends if you can use an empty keg for a boil kettle or hlt.
