re hydrating yeast?

The root beer kit I bought came with a packet of Safale ale yeast. Now I know it is best to rehydrate yeast before pitching, but I am only going to be making a gallon of root beer at a time. That is about 1/4 teaspoon of dry yeast. How much water do I rehydrate with and should I rehydrate at all?
 
For soda, don't bother. You only want a little CO2 production, so the viability of the yeast isn't an issue. If you plan on using the rest of the yeast later, seal the packet very well and use it within two months. Otherwise, the yeast will draw moisture from the air and die. Fast re-hydration is good, slow is bad.
