My freshly picked hops have been drying down in the basement now for 4 days and they smell kind of grassy so a made a hop tea out of some and it tastes like bitter green tea? do i need to dry them longer?

The smell is probably the hop oil Farnesene. It has the lowest boiling point of all the hops so it will be gone by the time they are dry.

Drying in the basement? Is there a dehumidifier? If not, they probably won't dry very quickly because of the high humidity. If you want to chase away the grassy smell, move them to someplace warmer and drier.
