I am very new to brewing. I have my first extract batch in the secondary and plan to brew my second batch this weekend. I have also read John Plamers book cover to cover, but I am still confused with what the difference between partial and mini mash.

Could someone please clear this up for me?
 
No difference. They are both names for the same technique where you mash a few pounds of grain (2 Row and specialty) but still add extract during the boil.
 
Typically in a mini-mash you are using just enough 2-row to convert the specialty grains, but people rarely make a distinction. I think of a partial as a high gravity ale, like a barleywine, where I have to use some extract to bring it up to the target gravity. This is because my equipment is sized for my typical (1.035-70) batch and I'm not willing buy/build bigger gear.
