Here are some pics of the chest freezer I am converting.

The Dimensions are:
Outside: 37 L x 22 W x 31.5 H
Inside: 31.5 L x 16.5 W x 29.5 H
The little step inside of it makes that corner only 16.5 High.

I want to keep one 1/2 barrel keg and 2 cornies in it so I know I will have to make a collar. I was wondering what height you think I should make the collar.(I am wondering how tall the tap handle is since the height of the freezer leaves very little room for one.)

Get a buddy to help you get the 1/2 bbl into the keezer. With a collar that is going to be a big lift. 160 lbs or so for a full 1/2 bbl if I recall.
