I am going to brew 10 gallons (when fermentation is done, and the beer is in the kegs) of Jamils Double Belgian, and I wonder if it is as easy as just doubling the ingredients?
 
Yes double the ingredients. You may want to adjust it slightly based on the efficiency of your system. Jamil's recipes all assume 70% efficiency
