Alpha Acids / Late addition or Dry Hopping

I was so happy to get the Fuggles hops at my LHBS that I didn't even look at the alpha acids. They are a little low at 2.9%. For bittering this would be a proplem, but if I am using them for really late addition or dry hopping will the alpha acid have any effect? Will I get the same flavor and aroma from these low alpha hops as I would from a 4.5%?
 
Alpha acid does not matter with dry hopping. Freshness does. Dry hopping does not add bitterness. I dry hop for 10 to 14 days for the best effect.
