No it just means you're airlock is not bubbling. An airlock is a vent, a valve, to vent of EXCESS co2, not a fermentation gauge. Al it means is that means is that EXCESS co2 is not being produce. It doesn't mean that fermentation has stopped, more than likely it is winding down, and the yeasts are still eating the sugar, but as sugar decreases, less extra gas if needing to be released.

The only way to know if fermentation is complete is with 2 consequetive gravity readings over a three day period. I recommend brewers take their first reading around day 10 or 12 after yeast pitch and again 2 days later.

Remember an airlock is not a fermentation gauge, a hydromter is.
 
You need to take a sample out and use a hydrometer on the sample to figure out how much sugar there is left in the beer. Assuming you took a reading and wrote it down before pitching the yeast. Take samples until the gravity reading on the hydrometer stops going down for a few days and then at least you know the yeast is done eating sugar. Then you might want to wait for things to settle down. If you have the patience, wait a few days more and you will not regret it.
