Bought a used wort chiller, needs cleaning

That stuff is toxic, clean it off thoroughly. I'd suggest an acidic cleanser, like Barkeeper's Friend, and a soak in vinegar or strong StarSan solution.
 
PBW from Five Star Chemicals would probably rip that **** off quickly too if you have that around. Afterwards spray/dip it in StarSan and let the PH of the StarSan balance it back out so it isn't slippery.
