How much does taste change from bottling day to 3 weeks conditioned?

+1 A lot...and even more with longer aging...and then after a certain time (different with all beers) they start tasting worse after they age too long Normally 1 year +

Its worth it to sit on a batch for 1-3 months, depending on style, ABV, and malts used before drinking to reap the full potential of the beer. its hard, but worth it in the end.
 
Carbonation does a lot for the overall taste.

I have also found that the beers I have made all seem to do something magical after about 3 months of aging.

A lot. I liken it to the ripening of a banana from lime green to yellow/spotty. One is kind of yuck-o; the other is a festival of flavour. Await the festival!

My first batch is carbonating at 60F in the basement due to space limitations upstairs. It seems to be working fine. It is producing a good head and also fine bubbles rising from bottom of glass. Question: With this cooler temp how will the recommended times to age in bottle be affected?
