Regulator readings off when cold

I think there's an issue with my regulator. The reading for how much gas is left in the tank changes when it gets cold it drops way down. I can take the bottle out of the kegerator and let it sit for an hour and it returns to normal. Is this normal?
 
I figured that might be normal but wasnt quite sure.

I did find another issue with why my c02 is going so fast. The washer in between the regulator and the bottle has a chip in it.
